Germany at risk for innovation: TU9 calls for urgency!

On March 18, 2025, TU9, an association of nine leading technical universities in Germany, including TU Berlin, together with 23 other organizations, have a significant Position paper on the formation of a government in 2025 published. The aim of the document is to secure Germany as a location for innovation in the midst of a worsening polycrisis.

Germany is currently facing a number of challenges, including geopolitical uncertainties, economic problems and slow technological change. These factors threaten the country's competitiveness and stability. In order to ensure growth and social security, further development of the science and innovation system is essential.

Central demands for the legislative period

In their position paper, the signatories formulate three central measures that should be addressed in the coming legislative period:

  • Forschung und Innovation priorisieren: Das angestrebte Ziel besteht darin, vier Prozent des Bruttoinlandsprodukts (BIP) für Forschung und Entwicklung zu investieren.
  • Bürokratie abbauen und Freiräume schaffen: Übermäßige Vorschriften und eine unzureichende Digitalisierungsstrategie im Verwaltungsbereich behindern die Innovationskraft.
  • Willkommenskultur stärken: Deutschland soll gezielt Talente anziehen und sich für eine offene Gesellschaft einsetzen, um dem Fachkräftemangel zu begegnen.

Overview of Germany's innovative potential

Germany is one of the most research-intensive and innovative economies in the world. This was also done in Federal report on research and innovation which provides a comprehensive overview of the German research and innovation system. The document highlights the efficient networking of actors and funding instruments, which ensures the efficient implementation of research and development in universities, non-university institutions and in the private sector.

Particularly noteworthy are the various federal funding instruments, including both institutional and project-related funding. These support temporary research, technology and innovation projects and are intended to help continue the trend of increasing expenditure on research and development. Since 2021, there has been an increase in the number of people working in this area, following a pandemic-related downturn in 2020.

The challenges for politics in the coming years are considerable, but the potential to further develop Germany as a location for innovation is also there. The measures called for in the position paper could make a decisive contribution to strengthening and expanding Germany's competitiveness at the international level.
