From the summer semester of 2026, the ZABIN certificate program will start at the University of Oldenburg for anti-Semitism-critical education for teacher training students.

New program against anti-Semitism: Education for Lower Saxony's teachers!
The new certificate program “Education critical of anti-Semitism in Lower Saxony in the context of school” (ZABIN) will start at the University of Oldenburg from the winter semester of 2023/2024. This innovative program is aimed at teacher training students of all disciplines and school types at universities in Lower Saxony. The reason for the development of ZABIN was the Hamas attack on Israel on October 7, 2023, which resulted in a wave of anti-Semitic riots. The anti-Semitism working group in the State Prevention Council, of which the University of Oldenburg is a member, has been active since 2020 to address this issue UOL reported.
The ZABIN program was developed in close cooperation with various stakeholders, including universities, ministries and Jewish communities. The aim is to introduce teacher training students to the various facets of anti-Semitism and to give them strategies for action in order to actively combat anti-Semitic incidents in schools. In particular, hidden aspects of anti-Semitism that are difficult to recognize are discussed and the International Holocaust Remembrance Alliance's working definition for identifying anti-Semitism is used.
Modules and content of the program
The ZABIN certificate offers a variety of content that is crucial for participants. Students learn how to deal with people and those affected who act anti-Semitic and how to recognize direct and structural forms of anti-Semitism. The following modules are offered as part of the program:
- Online-Pflichtmodul „Grundlagen der Antisemitismuskritischen Bildung im Kontext Schule“ (6 KP/CP)
- Modul „Profilbildung in der Antisemitismuskritischen Bildung“ (6 KP/CP) mit Wahlveranstaltungen
- Modul „Praxisfelder in der Antisemitismuskritischen Bildung“ (3 KP/CP) mit Projekt oder Praktikum
In addition, a differentiated picture of Jewish life is conveyed, with stereotypical representations in the media being critically examined. The University of Oldenburg has had a close cooperation with the Jewish community for years, which contributes to the successful coordination of the program.
First successes and future perspectives
Fifty eight students have registered for the certificate since July 2023. This is seen as a positive sign. The long-term plan is to establish a center for teacher training critical of anti-Semitism in Oldenburg, which will cover various phases of teacher training. The initiative is part of a broader approach in Lower Saxony to prepare teachers for social reality and to strengthen their skills in dealing with anti-Semitism.
Furthermore, the ZABIN certificate is offered regardless of where you study, and it is a joint project between universities and non-university partners that deal with extremism prevention, such as this Lower Saxony teacher training association highlights.
The ZABIN program not only offers training on anti-Semitism, but is part of a broader context in which events such as TURN25 also take place. This event, which will take place on September 29th and 30th, 2025 at TU Darmstadt, aims to enable exchanges about teaching innovations and didactic developments, which is an important complement to the training of teachers. The motto “TURN to ACTION” calls for active participation in order to successfully implement good practice examples in university teaching, such as this TURN Conference emphasized.
