Law and power in transition: Bad Homburg Conference 2025 in focus!

The international order is under pressure. Current conflicts in Ukraine, Gaza, Sudan and East Asia illustrate a worrying weakening of the legal order established since the Second World War that was intended to emerge with the founding of the United Nations. This organization had the goal of preventing wars and stabilizing the regulation of international relations. Prof. Matthias Lutz-Bachmann, who organizes the Bad Homburg Conference 2025, highlights that the United Nations has made significant progress since 1945 by significantly limiting a third world war and the proliferation of nuclear weapons. Nevertheless, violations of international law are often observed by states that have veto power in the UN Security Council, leading to a shift towards power options, such as military force and economic pressure. These developments will be critically examined at the upcoming conference.

TheBad Homburg Conference 2025will take place on September 19th from 10 a.m. to 5 p.m. at the Research College for Human Sciences in Bad Homburg. The theme of the conference, “The Constitution of the World: Law and Power in International Politics,” aims to discuss the loss of the binding force of international law. This event, held annually since 2017, provides a forum for social reflection on the complex relationship between law and power in the global arena.

Conference program

The conference will be complemented by significant lectures and a subsequent panel discussion. The speakers include:

  • Prof. Michael Zürn (Berlin) analysiert in seinem Vortrag „Weltordnung – was ist das und wohin geht sie?“ die Veränderungen seit Ende des 20. Jahrhunderts.
  • Prof. Antje Wiener (Hamburg) thematisiert die „Resilienz der internationalen Rechtsordnung“.
  • Prof. Thilo Marauhn (Gießen) beleuchtet „Völkerrecht als Konfliktmanagement“ und erklärt die Funktionsweise sowie die Grenzen des Völkerrechts.

The panel discussion will be led by Prof. Nicole Deitelhoff (Moderation), Prof. Janina Dill (Oxford), PD Dr. Isabelle Ley (Jena) and Prof. Georg Nolte (Berlin) contested. It addresses the central question of how international law can become more important in the current political situation.

Participation and registration

Participation in the conference is free of charge, but registration is required by September 12, 2025. Participants can look forward to exciting discussions on topics such as the effectiveness of international law through treaties and institutions as well as the influence of powerful states on international law.
