AI in law enforcement: Opportunities, risks and the future in view!

The use of artificial intelligence (AI) in law enforcement is the focus of an intensive debate that took place on March 6th and 7th, 2025 at both Saarland University and Strasbourg. This conference brought together 26 international young scholars from the fields of law and computer science to discuss advances in AI technology and the associated privacy challenges. The event was organized by Maria Gahn and Yamina Bouadi, supported by other academic greats such as Professor Dominik Brodowski and Professor Juliette Lelieur. The aim was to promote exchange between young scientists and practitioners across disciplines and different legal systems. Participants included experts from organizations such as UNESCO, the Saarbrücken public prosecutor's office and the French Gendarmerie Nationale.

Accompanying the conference, important topics were addressed that had already been discussed in the report BfDI were treated. The report analyzed comments received during a consultation period between September 30 and December 17, 2021. The need for a broad public debate on the use of AI in law enforcement was considered essential by most participants.

Legal regulations and data protection

Particularly notable were concerns about excessive regulation. Participants advocated a differentiated approach to AI and the need for specific legal regulations, especially when it comes to automated decision-making. Compliance with data protection principles was highlighted as a basic requirement for the use of AI. Many participants called for a review of these principles to ensure that they meet the needs of new technologies.

Another key point was the explainability of AI systems. The discussions made it clear that insufficient data can lead to incorrect decisions. Transparency in data processing remains a challenge that needs to be solved to increase trust in AI-powered systems. The use of AI to analyze emotions was viewed as particularly problematic because it could affect the core area of ​​private life.

The BfDI report concluded that fundamental questions about the use of AI in law enforcement are still open. The need for legislation that creates a legal framework for the use of AI was clearly highlighted. It is hoped that the discussions at the conference and the results of the consultation process will help promote clear and responsible use of AI in law enforcement.
